EXPERIENCE REQUIREMENTS: 

 

SPECIALIZED EXPERIENCE: FOR GS-07 Must have 12 months experience:  1. Which required the management of one or more personnel specialties.  2.  That required a thorough knowledge of the basic concepts, principles and theories of personnel management and the ability to adapt these to meet organizational and mission requirements.  FOR THE GS-09 Must have 24 months experience:  1.  Thourough knowledge of Army/Air MOS/AFSC structure and criteria to administer compatability requirements and other information regarding assignment and qualification requirements.  2.  In establishing and maintaining employer-employee relationships in all aspects of the task required.  3. In planning, organizing and coordinating work.  4.  Experience with an automated personnel system or similar automated system to accomplish mission requirements.  5.  Which required the applicant to identify and provide solutions of personnel related problems.  6.  Experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.

GENERAL EXPERIENCE:  Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management.  Experience using computer and automation systems.

SUBSTITUTION OF EDUCATION:  A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours. The education must have been in fields directly related to the type of work of the position such as (Human Resource Management, Business, etc)

OTHER REQUIREMENT:  Applicant must be able to obtain and maintain a SECRET SECURITY CLEARANCE.

MANDATORY REQUIREMENT: Maximum military grade eligible to be placed in this position is: SGM/CMSGT. Individuals exceeding the maximum military grade are required to submit along with OF 612 a letter agreeing to a military demotion if selected. This statement of understanding is required for basic qualification. 

 

 

KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENTS: 

 

 

 

1.  Knowledge of, and skill in applying, fundamental human resources management HRM principles, practices, and techniques of recruitment and placement; and standardized analytical, and evaluative methods and techniques sufficient to perform management advisory services for specific requests related to immediate problems of limited scope.

2.  Knowledge of recruitment and placement principles, merit placement/promotion plan, and an understanding of occupational characteristics to develop vacancy announcements and to analyze and evaluate the relative value of individual qualifications in relation to duties of specific positions.

3.  Basic knowledge of other HRO specializations, i.e. classification, employee relations, labor relations, equal employment opportunity, etc. for purposes of interacting and resolving issues.

4.  Knowledge of the different philosophies and structures of the ANG and ARNG within the state.

5.  Knowledge of the rules and procedures that apply to the various recruitment and placement and compensation programs, i.e. Coop/Work Study program, Upward Mobility, Handicapped, etc.

6.  Ability to communicate effectively with applicants, supervisors and management.

 

The individual selected for this position must be assigned to one of the following MOS/AFSCs prior to being placed in the position.  Army: MOS: 42A, 42F. Air: 3D0X1, 3S0X1, 3S2X1.  Applicants do not have to possess these MOS/AFSCs in order to be certified as qualified.

 

POSITION DESCRIPTION  D1040000  REQUIREMENTS:   

 

 

 

1.  Provides advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations GS-09 and below and for wage grade occupations WG-10 and below.

2.  Accumulates and analyzes statistics concerning recruitment and placement function such as turnover rates, quit rates, promotions, minority hire rates, hiring lag time, etc. 

3.  Ensures required selection documentation and information contained thereon is correct including military compatibility; checks medical certificates and reports from references; checks security requirements; initiates select/non-select letters, etc. 

4.  Interprets and applies State pay setting tools such as highest previous rate rule and recruiting and retention incentives. Analyzes technician and payroll information to identify and resolve pay-setting errors or discrepancies.  Sets rates of pay for General Schedule (GS) and Federal Wage System (FWS) technicians for appointments, transfers, promotions, changes to lower grade, and changes between GS and FWS pay systems. 

5.  Provides advice on military technician compatibility issues and delegated personnel authorities.  Provides guidance to supervisors, managers and military commanders on assignment of technicians to compatible military assignments. 

6.  Assists technicians with permanent change of station moves.  Initiates transportation agreements.  Completes travel orders authorizing various entitlements.  Obtains necessary funds from NGB or state Comptroller as appropriate.

7.  Assists in conducting reductions-in-force (RIF). 

8.  Assists in developing, coordinating, and maintaining state plans/guidance.  Assists in educating commanders, managers, and supervisors on the various programs.

9.  Responds to inquiries on recruitment and placement related matters from the serviced workforce and coordinates with NGB-HR as required.  Attends national recruitment and placement workshops. 

10.  Performs other duties as assigned.
